Council hires firm to examine flood plain

(Today's breaking news: 9 a.m., noon, 3 p.m.)
For years Windom area residents have paid higher insurance rates because their homes are in the flood plain.

Some of those payments could disappear as a result of action taken by the Windom city council last week. The council voted to hire SEG Engineering at a fee of $13,000 to study the city's flood plain.
